(Management of domestic wastes)
In the framework of the project LIFE-Environment COMWASTE trips to Spain and Portugal were organized. The purpose of this trip was to visit the composting plants of Barcelona, Baix Camp and Porto as well as to obtain a clear view of the Spanish and Portuguese composting schemes and to acquire the knowledge of the respective existing situation, experience and infrastructure.
Three persons from the National Technical University of Athens, and two persons from each municipality (Acharnes, Nea Halkidona, Anaptyxiaki Kifisias) participated in these trips.
BARCELONA
The first visit was held on the 1st of March 2005 in Barcelona. Specifically the places that the Greek delegation visited were:
Ecoparc Montaca II
Sorting Plant
Composting Plant
Controlled Disposal Site
Mr. Pasqual Callafell who is the Technical Manager of the Area Metropolitana de Barcelona was the guide to the visit.
The metropolitan area of Barcelona is divided into 33 municipalities. There are several small municipalities (5.000 inhabitants) but there are larger ones too, with the largest being Barcelona (1.500.000 inhabitants). Each municipality has to collect the wastes and then forward them to the Area Metropolitana de Barcelona Company. A 1997 law in Spain makes the separation of the waste at home compulsory. The municipalities are responsible for the separation of the wastes. Each municipality however, has its own system of separation at source depending on the population.
TARRAGONA
On the 2nd of March the Greek team visited Reus, Cambrils and Botarell.
Mr. Josep Masdeu explained some general details about Secomsa and the composting plant of the Baix Camp area.
The separate collection and composting scheme in the Baix Camp area is considered to be very successful and it represents a point of reference for other regions that are interested to apply such a scheme.
The central composting plant is the largest one in the region of Catalonia. The waste that is treated in this plant is only organic. It is derived from many municipalities and its quantity amounts to 25.000 t/year. In Reus 40% of the inhabitants participate in this composting scheme
PORTUGAL
The Greek team visited Porto's waste treatment installations on the 4th of March 2005.
Firstly, the Greek team visited the LIPOR installations where it was welcomed by Mrs. Susana Lopes who is responsible for the new programs of LIPOR and Mrs. Rita Revalo who is responsible for the institutional and international issues at LIPOR. Mrs. Lopes and Mrs Revalo introduced us to the installations of LIPOR and presented us with details of the plant.
In Portugal many treatment systems are available for the treatment of wastes. One of the biggest and most famous is LIPOR, which is a public company.
LIPOR serves 8 municipalities with a total area of 648 km2 and a total population of 970.000 inhabitants. The production of MSW is 514.355 t/year, while the MSW production per capita is 1,42 kg/inhab/day (index quite high as it refers to the total of municipal wastes and industrial ones). LIPOR serves 10,3% of the population of Portugal and treats 11,7% of the waste produced in Portugal.
