Methodology

TASK 1: Assessment of the Existing Situation

  • Full analysis and understanding of the legislative framework, the constraints, the targets and obligations set in it
  • Determination and assessment of the quantitative and qualitative characteristics of the biodegradable household waste in Attica region
  • Identification and evaluation of existing management practices
  • Identification and assessment of the special characteristics/habits of households in the Attica region

The overall target of Task 1 is to acquire a clear and representative picture of the existing situation in relation to the management of biodegradable household waste in Attica region, which will be the area where the pilot project will be developed. The full analysis and assessment of the situation will facilitate the working group to design and develop a pilot system suitable to the targeted households in order to finally organise an effective and operational system.

TASK 2: Identification and Analysis of Success Stories in relation to the Management of Biodegradable Household Waste at source

  • Acquirement of knowledge and experience on scientifically sound and effective practices on biodegradable household waste collection-composting at source and identification of the parameters and factors that influence the success of these systems
  • Identification of the potential degree of separate collection and composting of this waste stream in Europe
  • Documentation that collection/composting at source is a feasible option with respect to environment, technology, organization, economics etc.
  • Dissemination of sound know-how and experience on biodegradable household waste management systems in the municipalities involved in the project

TASK 3: Design and Development of an Appropriate Prototype System for the Collection and Composting at source

  • Design of a suitable, effective system for simultaneous separate collection and composting at source for the households in the Attica region
  • Development of the system

TASK 4: Organization of the Implementation Program

  • Increase of the environmental concern of the people so as to willingly participate in the pilot scheme
  • Selection of the area and the households that will participate
  • Procurement of the prototype equipment/system
  • Installation of the system in the households
  • Training of the people involved on the use of the system

TASK 5: Implementation of the Program

  • Successful implementation of the program
  • Organization of the whole scheme in such a way that will facilitate its smooth and unhampered operation
  • Finding of solutions for the utilization of compost within the municipalities
  • Continuous stimulation of the participants in order to achieve an increasing rate of participation

TASK 6: Evaluation of the Results of the Implementation – Suggestions for Full-scale Introduction of the System

  • Evaluation of the results of the implementation
  • Identification and analysis of the problems encountered during the implementation
  • Development of the solutions in order to overcome the problems encountered
  • Definition of especially designed instruments for the facilitation of the future implementation in a larger scale
  • Development of specifications for the implementation of the program in larger scale

TASK 7: Dissemination of the project results

  • Inform and train the householders and the municipalities on the system developed for the collection/composting of biodegradable waste at source
  • Inform other interested parties (e.g. other Geek municipalities, central authorities, European municipalities, etc) on the project development and outcome

TASK 8: Management and Reporting to European Commission

  • Effective management of the project and fulfilment of the activities included
